EDF Energies Nouvelles and wpd offshore candidates for the two projects alongside Alstom

The European consortium EDF Energies Nouvelles and wpd offshore announces that it has submitted two offers, for the Tréport and Iles d'Yeu and Noirmoutier projects. Proposed as part of the second French offshore wind call for tenders, with a total of 1,000 MW of new capacity to be installed by 2023, these two offers will be able to strengthen the ambitious industrial plan already underway with Alstom. their partner for turbines.

1000 MW of additional offshore wind turbines for France

In March 2013, the State launched a call for tenders for the construction and operation of two large-scale wind farms to be installed at sea:

1. An area located off the coast of Le Tréport in Upper Normandy;
2. An area between the Iles d'Yeu and Noirmoutier in the Pays de la Loire.
Each zone offers a capacity of 480 to 500 MW to be commissioned between 2021 and 2023.

This national call for tenders for 1000 MW comes in addition to the first call for tenders for 2500 MW, launched in 2011 which included five wind projects off the French coast (Channel and Atlantic). Among the four lots awarded by the Government, three were won by the EMF consortium led by EDF Energies Nouvelles: the Fécamp (498 MW), Courseulles-sur-Mer (450 MW) and Saint Nazaire (480 MW). Commissioning of these projects could begin from 2018.

The continuation of a fruitful collaboration

The European consortium made up of EDF Energies Nouvelles and wpd offshore with Alstom as exclusive partner for the supply of wind turbines is a strong alliance proven by several years of collaboration within the framework of projects won together during the first call for tenders.

The quality of the proposals and the seriousness of the studies carried out during the first call for tenders were verified at the end of the risk removal period. The project companies of the three winning sites for the first call for tenders each indicated, on October 23, that they could continue the three projects in accordance with the initial price offer and the technical options and the schedule presented in 2012 in the files. of applications.

The extension of this partnership for the 2nd call for tenders allows the various stakeholders to capitalize on organizational and working methods established for more than two years and on a common vision.

The consortium also benefits from the increased experience of its partners. These last years, EDF Energies Nouvelles has become the leading French player in offshore wind power, a position recently reinforced by 325 MW commissioned in Belgium, 62 MW in the United Kingdom, and 2,500 MW under development including 1,500 MW in France and 1,000 MW in the United Kingdom. United.

In Germany, wpd offshore developed the first wind farm in the Baltic Sea (inaugurated in 2011) and finalized in February 2013 the financial package for Butendiek (80 wind turbines in the North Sea for 1.3 billion euros of investment), the construction of which, under the responsibility of wpd offshore, will begin in spring 2014.

Eight projects have already obtained their authorizations for a cumulative capacity of 2.5 GW, and are at different stages of completion.

EDF Energies Nouvelles And wpd offshore worked in close collaboration with local stakeholders. The technical and environmental studies carried out in these areas, the knowledge of local stakeholders and the numerous consultation meetings were decisive in the definition of these projects.

Partners in working order to build the French industrial sector

The application for these two additional projects confirms the ambition of the consortium, with Alstom as supplier of the wind turbines, to build and consolidate an ambitious industrial plan and to contribute significantly to the load plan of the factories created by Alstom. These new capacities could encourage export deployment.

The implementation of this industrial plan was initiated with four Alstom factories intended to manufacture the various key components of the wind turbines, which will ultimately create 5,000 jobs, including 1,000 direct. The two factories in Saint-Nazaire, which will produce the nacelles and generators, have been under construction since spring 2013 and should be completed in 2014. The building permit application for the two factories in Cherbourg for the blades and nacelles will be filed very soon.

Including construction and operation-maintenance activities, around 8,500 direct and indirect jobs would be created across the five French offshore projects, thus creating a real sector dedicated to offshore wind power. In addition, Alstom and EDF Energies Nouvelles have carried out important work upstream by strengthening exchanges with local partners such as Neopolia and Vendée Expansion in order to identify and qualify subcontractors in the sector.

At the same time, Alstom has finalized the offshore installation of its new generation Haliade™ 150 – 6 MW offshore wind turbine, one of the most powerful on the market, off the coast of Ostend on the Belwind site in Belgium. It is also one of the most efficient offshore wind turbines with an efficiency of 15% higher than that of current generation wind turbines. After obtaining the IEC[1] certification of the power curve delivered in May 2013 on the first model installed on land at Le Carnet in the Pays de la Loire region, the Haliade 150 will continue to prove itself by obtaining of the complete certification of the machine during 2014. The installation at sea will make it possible to test the behavior of the wind turbine in a marine environment for which it was specifically designed and developed.
