The Council of State validates the authorization to operate the Saint-Nazaire offshore wind farm project

EDF Renewables, a subsidiary of the EDF Group, and Enbridge, a North American company specializing in energy infrastructure, welcome the decision rendered today by the Council of State, which rejects the appeal relating to the authorization to exploit Saint-Nazaire offshore wind farm project.

This decision confirms the robustness of the project developed by the company Eolien Maritime France (EMF), co-controlled by EDF Renewables and Enbridge. It also means that all administrative authorizations necessary for the construction and operation of the project are now secure.

EMF was named the winner of the three offshore wind projects of Courseulles-sur-Mer, Fécamp and Saint-Nazaire in 2012, during the first call for tenders organized by the French State. With an installed capacity of 480 MW, the future Saint-Nazaire offshore wind farm will provide the equivalent of 20% of the electricity needs of Loire-Atlantique. It will significantly contribute to the French State's objective of reaching 32 % of renewable energies in the country's electricity consumption by 2030.

This project was accompanied by in-depth environmental studies and broad consultation carried out for more than 10 years by EDF Renewables and its partners in the region: communities, residents, sea users – in particular professionals in the fishing – environmental associations, as well as local economic and social development stakeholders.

The judgment rendered by the Council of State will allow EDF Renewables and Enbridge to continue the development of the project, with a view to a final investment decision.

Bruno Bensasson, EDF Group Executive Director in charge of the Renewable Energy Sector and Chairman and CEO of EDF Renewables, declared: “This decision by the Council of State confirms the robustness of the project developed by the EDF Renewables and Enbridge teams. With professionalism, openness and perseverance, they have been working to bring this French offshore wind project to fruition, in Saint-Nazaire, for 10 years. I would like to salute the strong mobilization of local stakeholders, thanks to which we are ready to pave the way for marine energies in France, creating value for the territories. This large-scale project is fully in line with EDF's Cap 2030 strategy, the objective of which is to double the Group's installed renewable energy capacities worldwide by 2030. We hope that it will be the first base of an accelerated growth trajectory for maritime wind power in France within the framework of the PPE [multi-annual energy programming].”

About the Saint-Nazaire offshore wind project

Won in 2012 by Maritime Wind France, the Saint-Nazaire offshore wind project is managed equally by EDF Renewables and Enbridge.

With a power of 480 MW, the installation will produce the equivalent of 20% of electricity consumption in Loire-Atlantique.

The project's wind turbines will be located between 12 and 20 km from the coast.

This project will mobilize, during its construction, more than 1,000 jobs in the Pays de la Loire region. In the operating phase, around a hundred long-term local jobs will be mobilized to ensure the operation and maintenance of the wind farm from the port of La Turballe.

Her commissioning is planned for thehorizon 2022.

Each of the shareholders of Eolien Maritime France benefits from extensive experience in offshore wind power and large-scale industrial projects:

  • EDF Renewables brings its know-how in the development of renewable energy projects, particularly in the offshore wind sector in Belgium, the United Kingdom and Germany and benefits from the expertise of the EDF group in energy projects very large in scale.
  • Enbridge Inc. is a North American company and one of the leaders in the energy infrastructure sector. The company has made significant investments in Europe through several offshore wind projects in development and construction, as well as an operating wind project in the United Kingdom.

Over the last few years, in parallel with the development of French projects, EDF Renewables and Enbridge have acquired a high level of maturity in the construction, operation and maintenance of offshore wind projects internationally.
